Reports I’ve read only barred certain foreign media (including the AP) from the area. That area, like most of the North-East including Sikkim, requires a special access permit in addition to a visa for foreigners to visit whatever the reason. There are many military installations and highly sensitive security areas there and foreign media don’t know the “rules” (and often don’t care) about filming such things-absolutely not permitted.
Indian media have been reporting extensively from there.
As well most Indian (English, Hindi and other language) television channels have reports daily from Arunachal.
India has a great tradition of free press. And the reporters are relentless. And if the media are not allowed in a specific place citizens take it upon themselves to send in reports (just like in Burma)of newsworthy situations so the government doesn’t often ban ALL media.
With regard to HH Dalai Lama his security is under the jurisdiction of the Indian government and all people are kept some distance from him even in Dharamsala where security surrounds his house. There are great fears that someone will try to assassinate him. So to let foreign reporters pile on like they do to celebrities would be ridiculous. He is a head of state as well as a religious sect. Do reporters get unrestricted access to Obama or the Pope? I don’t think so.
